Project scope[baguhon an source]

Bikol Wikipedia is an infant compared to other Philippine Wikipedias. Waray Wikipedia has the most number of articles with 109,508 articles, followed by Tagalog Wikipedia with 54,705, Cebuano Wikipedia with 48,848 and Kapampangan Wikipedia with 7,472 articles. Smaller than the Bikol edition in terms of number of articles are Pangasinan Wikipedia (3,388 articles), Zamboangueño Chavacano Wikipedia (2,476 articles) and Ilokano Wikipedia (2,352 articles).

The growth and deepening of Bikol Wikipedia depends upon the participation of many writers in Bikol language which is hard to come by due to three reasons:

  1. Bikol writers have different priorities (e.g. work, personal projects etc.) and/or others are unenthusiastic;
  2. contributors must be relatively proficient in the use of computer; and
  3. an unlimited connection to the internet is also a necessary facility.

Although Bikol Wikipedia is small in number of articles, however there is depth in the Bicol-related articles. For this reason, Wikipedia has become a resource for Bikol history and culture. In 2009, two of its articles appeared back-to-back in Bangraw kan Arte, Literatura asin Kultura magazine: Mariano Perfecto in March 2009 (Volume II No. 7 issue) and Casimiro Perfecto in April 2009 (Volume II No. 8 issue). Bikol Wikipedia was also used as a reference for Premio Tomas Arejola para sa Literaturang Bikolnon backgrounder and Tomas Arejola biography, in the program used at Banggi nin Pagrokyaw dubbed as Bikolinismo 2009 (a search for Outstanding Bikolano Artists paralleled to the National Artist of the Philippines). The event sponsored by the City Government of Naga held on 29 September 2009 was graced by NA Virgilio Almario. In 2010, the article of Clemente Alejandria was also featured in An Tambobong Nin Literaturang Bikolnon literary folio (Volume I No. 1 issue).

Recently, there have been movements such as Parasurat Bikolnon writers group, BikolianA publication, Ateneo Literary Association etc. aiming to promote further the languages of Bicol through literary projects. This is an opportune time to work hand-in-hand with these organizations by showing to them that Wikipedia is an available platform for the propagation of their languages.

In Camarines Sur, the Canaman Municipal Library expressed intention of collaborating with Wikimedia Philippines (WMPH) in promoting Wikipedia, particularly the Bikol language edition, as an online reference resource for its researchers. In 2010, Bikol Wikipedia became the source in the book Canaman: Gira nin Banwaan authored by Ireneo C. Sto. Tomas. With proper credits, it used the photographs of bcl:Francisco Gainza, bcl:Vocabulario de la Lengua Bicol, bcl:Sanghiran Nin Bikol, bcl:Lorenzo Rosales and bcl:Angelo de Castro.

The project intended to run for a period of three (3) years will initially tap the local government unit of Camarines Sur. Wikimedia Philippines will loan one (1) computer set to its Municipal library to be used exclusively by the clienteles for accessing Wikimedia sites. Users are required to create an account in Bikol Wikipedia. As part of the promotion of Bikol Wikipedia, the students and other clienteles will be encouraged to contribute in the Wikipedia and other projects such as the Bikol Wiktionary in the Incubator. The Library will have a Reward Program (Wikipedia merchandise) for the active contributors. With KWF's Etnikong Bokabularyong Bikol and Diksyunaryong Traylingguwal Bikol(Naga)-Filipino-English, and Malcolm W. Mintz' Bikol Dictionary: English-Bikol (Index) and Bikol-English (Dictionary) as resources, these can help increase the number of entries in the Bikol Wiktionary.

The Chapter's coordinators for Bikol include Filipinayzd (sysop), Steven*fung, Ringer and Geopoet. Non-editors who are Bikol Wikipedia supporters include Willy Prilles (editor in the test Bikol Wikipedia), Jason Chancoco (1st Meet-up participant) and Buboy Aguay (2nd Meet-up participant). Other supporters which the coordinators have been working with outside Wikipedia and are willing to support the project include Jerome Hipolito (Calabanga, Camarines/BikolianA publication), Jay Salvosa III (Naga City/Ateneo Literary Association), Jose A. Adolfo Jr. (Canaman, Camarines Sur/LGU-Canaman), Frank Peñones Jr. (Iriga City/LGU-Iriga), Riko Vinluan (Naga City/Raul S. Roco Library), Joan de la Trinidad (Naga City/Skyscrapercity.com CamSur Community). The Municipal Library will also serve as the office of the group.

Bikol Wikipedia community will conduct a quarterly Meet-up, aside from the informal meetings with other institutions within and outside Camarines Sur, to ensure the success of the project. A wife ready laptop can be used by the group in official functions and in the promotion of Wikipedia. It can be used in teaching potential contributors how Wikipedia works.

In the foresight results of this project can also be published under a Creative Commons Attribution-ShareAlike (CC-by-SA) 3.0 license.

Furthermore, it aims to create another full-fledged Wikipedia or Wiktionary in other major Bikol language, most likely in Rinconada Bikol.

By setting up partnerships with language associations, language institutes or universities which offer ethno-linguistic studies, it can serve as the grass-roots training ground for prospective Wikimedia contributors and exposing them early on into enriching the language, as well as encouraging campus-based Wikimedia/Wikipedia organizations which can contribute to the growth of Wikimedia in the region.

This project can be assessed successful if after the three-year period it aims to initially run, it will be able to increase by at least 100 percent. Create at least one sister project which is the Bikol Wiktionary.
